Add 2 tsp salt (or to taste), pressed garlic, broccoli florets & bell pepper, stir. Cook with the lid on, adding about 1/3 –1/2 cup water or cream to the mixture, and stirring as needed.
Add pasta, stir. Adjust amount of salt if needed. Serve.
